Mackay is an accomplished Accountant, Chartered Governance Professional, and Economist. He holds Master’s and Bachelor’s degrees in Economics and is a Fellow of both the ACCA (UK) and the Chartered Institute of Secretaries (FCIS). Currently serving as Director at the Bank of Uganda, he has led key departments including National Payment Systems and Non-Bank Financial Institutions. Beyond central banking, he co-founded Baylor Uganda, contributing to health governance and institutional growth.
